Mr. Ivan Tissera has jointed to the public service in 1977 and has served in many government Departments and Ministries and has retired as a special grade officer of the Sri Lanka Accountants’ Service in 2013.

During his carrier, he has served as the additional Director General (Procurement) and Additional Director General (Project Monitoring), Ministry of Finance, Senior Consultant and the head of the Centre for Financial Management, SLIDA, Procurement Specialist, IRQUE Project,  Ministry of Higher Education, Director Capacity Building R & D, National Procurement Agency (NPA), Procurement Audit Consultant, PWC, Senior Procurement Expert, Procurement Audit Expert, USAID Short term Public Financial Management Reform Project (STAIR), Lead Consultant (PFM, USAID PFM+T Project, Procurement Curriculum Development Expert, in Kabul, Afghanistan.

Mr. Tissera also has served as a Visiting Lecturer in Public Procurement Management and Public Financial Management for the Master of Public Administration (MPA), Post Graduate Diploma and Executive Diploma, University of Colombo, Master of Public Management (MPM), School of Post Graduate Studies, SLIDA and currently surviving as a vising lecture for the Master Public Procurement and Supply Chain Management, Open University.

Mr. Ivan Tissera is a Bachelor of Arts in Economics (Honors), University of Peradeniya, Graduate of Economics of Development, Australian National University (ANU) and has earned his Master of Commerce in Economics University of Wollongong, Australia.

He is a Fellow Member of Public Finance Accountant (FPFA), the Association of Public Finance Accountants, Sri Lanka (APFASL), the Public Sector Wing of  Chartered Accountants of Sri Lanka and an Associate Member of the Institute of Certified Public Accountants (CPA), Sri Lanka.
